Gearspurs

Appearing mostly like boots with mechanical spurs, and hundreds of small  protrusions on the bottom.  They also conceal hundreds of other small gears, wheels, and bearings within the soles. With a rubber leverage point for breaks at the toe. They are laced up with heavy hooks and metal straps to provide stability with regards to the leg.

Normal Use: These boots increase ground speed by 10 on flat or paved surfaces, and 5 on other solid surfaces. Also they enable their wearer to make an additional 5 foot step each round with an Acrobatics DC of 20. Alternately you can move in reaction to the movement of another character with an acrobatics test against the DC of the CMD of the character to keep your relative position to them, this costs you your next move action. A Small magnetically controlled lever within the boots allows the locking of the wheels as a free action so as to make inclined surfaces not dangerous.

Powered Use: You can go much faster by powering the wheels, each Clockwork Charge expended (From an External Source) adds 5 feet to your movement for one round, but requires an Acrobatics roll with a DC of the Total Additional Movement from the Gearspurs, to avoid crashing into a prone position at the end.
