TACTICS
Enforcers like Mandrak always travel in groups of two or four or six "officers". They generally use their truncheons to keep ordinary citizens in line. Human Enforcers will typically work during the day, managing citizens going to and from work. Hobgoblin Enforcers typically work at night. There is a modest race rivalry between them.

Special Qualities Bravery +1; Hobgoblin Enforcers also have darkvision 60 ft. Human Enforcers receive special training giving them the Alertness feat. Hobgoblins already have it as a race feat.

DESCRIPTION
The Enforcers wear distinctive black surcoats with two thin red horizontal stripes at chest height. They have tough, black leather helmets with red horsehair "plumes". Usually, when encountered they keep their Shortspears in a special harness on their backs and their frequently-used truncheons at hand. They are constantly alert, looking for trouble.

PERSONALITY
Mandrak is not interested in justice. His only charge is to "keep the peace". If there's a disturbance interrupting the flow of business or traffic, his job is to break it up. "Crime" is only a concern if it threatens the authorities of the city or one of their interests. Generally speaking, if you're a member of a recognized business of the city, you're entitled to a certain amount of protection... And some are more entitled than others.

Author's Note: The Enforcers are a highly-trained constabulary who keep order in the rough streets of the Chaotic Evil city of Boliske. The ruler of the city, The Duke of Boliske, found it difficult and expensive keeping "functional order" in a city of competing depraved interests such as the several craftsmen and laborers guilds, Temple of Dagon, and various crime syndicates - so instead he "outsourced" his security. While there are "situation teams" of tough NPCs to deal with more dangerous types, the Enforcers exist to handle the less menacing, ordinary residents of town. Enforcers train for six months before being given a member helmet (a badge of office) and a truncheon. They take great pride in their work and consider themselves a superior guard force. Training and discipline in the force is often brutal. Insubordination is punished by a beating and 3 days in the stocks in the bailey of the Enforcer Barracks, a small fortress-like building near the center of town which houses all members. They keep themselves separate from society - considering themselves a brotherhood of sorts. They answer only to their Commandant, who is answerable to no one but The Duke. Although not indicated specifically in the statistics above, Hobgoblin Enforcers are also common throughout the city.
